Regarding point 3, I don’t know if meddling in Elections by any country is ‘moral and acceptable’, even in retaliation. The Democracy belongs to the citizens of a country, and they aren’t the ones who interfered.

‘Fair game’ would be more apt, I think. But only in terms of the battle between the governments, which still doesn’t justify messing with its citizens.
